Since at least 1.21.50 (based on the duplicate reports, and presumably since MCPE-131325 got fixed), this is also reproducible with regular rain and is no longer limited to solely thunderstorms. The circumstances for reproducing this with rain are identical to those of thunder, the only difference being that, from my testing, you need to leave and rejoin the world for the desync to occur.

Are you able to check whether MCPE-167346 may be the cause behind this? Frogs may fall through blocks and suffocate in them if there are any doors, partial/non-full blocks, or an air block beneath any block.

Keep in mind that sweet berries also spawn naturally in cold biomes where it snows, yet cannot be snowlogged. But alas, as you stated, it's up to Mojang to decide how to go about resolving the issue 🙂

Can confirm, however, this is most likely intentional, as this behavior would be consistent with other similar vegetation such as dead bushes (see MCPE-171701).
