When you hit the block an item frame is on, there is a delay between from when you destroy the block, it is attached to, to when the block(s) [Item frame & block put into the item frame] It takes about 4 seconds for the items to finally turn into entities.

yes but they didn't have that behaviour before 1.3. before they would just pop of the moment the block they were attached to was destroyed
