Shield loses 2 durability after breaking a block

Steps to Reproduce:

  1. Enter a survival world

  2. Break any block with shield on main hand

Observed Results: The shield loses durability.

Expected Results: Shields are obviously not breaking tools, so they should not lose durability, like Java Edition.
