The Bug:

Applying bone meal to rooted dirt no longer produces any particles.

Steps to Reproduce:

1. Place down some rooted dirt and obtain some bone meal.

2. Apply the bone meal to the rooted dirt.

Observed Behavior:

No particles are produced.

Expected Behavior:

Some particles would be produced.
