The Bug:

Applying bone meal to blocks underwater no longer produces any particles.

Steps to Reproduce:

1. Enter a large area of water and obtain some bone meal.

2. Apply the bone meal to any blocks underwater.

Observed Behavior:

No particles are produced.

Expected Behavior:

Some particles would be produced.
