Breezes wind charge attacks can still be interrupted by players jump sprint-attacking towards them, preventing them from firing wind charges. Note that I'm not talking about the usual critical attacks.
How to reproduce
Summon a breeze inside an enclosed space, for easier reproduction.
Switch to survival and aggro the mob, keep following it.
When the breeze begins its wind charge attack, start sprinting towards it and jump attack before it shoots you.
Notice how the breeze wind charge attack is interrupted.

I haven't had the time to do further testing since I made the report, but by looking at the one you linked I don't think they're the same. Breezes aren't melee mobs, and the behavior shown by the attached clips aren't nearly the same as what I'm describing here.
From what I've tested here this only happens after the player attacks in this specific way and doesn't seem to be random, unlike what MC-198068 is describing. Seems like you're describing MC-266557.
The only report that seems close to what i'm talking about is MC-266469 which has already been fixed, makes me think it wasn't fully fixed.
After further testing, this seems to be a side effect (or potential duplicate) of MC-267038. It seems like attacking wasn't required, only needing getting close to the mob while it was charging.
This seems like MC-198068. The breeze tries to reposition itself when the player gets close to them, and thus cancels their attack.
