Usually, when you hold a stack on your cursor and shift double-click on other items they transfer all the items to either your inventory or the container.
This works fine unless you are using the same item on your cursor that you are shift double-clicking,
for example. a chest has stacks of ice, picking up a stack on your mouse and shift double-clicking doesnt transfer anything.
it appears that after single shift-clicking an item without having another on your cursor once then you can do the above until you exit the container, after which the bug appears again

This bug seems to be intermittent, as I am only sometimes able to reproduce it, also per a comment on MC-263672 suggests that this is intermittent.
I was very easily able to consistently reproduce this in 23w51b, but also cannot in 24w03a following the same steps as the attached video:

Can confirm. When first opening a container, you cannot hold an item and shift-double-click to move all stacks from one container to the other. Only after an initial shift-single-click can you then shift-double-click to move all the stacks.
Further, once you can shift-double-click, you can only move the item type that you moved with shift-single-click regardless of what items you shift-double-click on.
