Crafter's cooldown seems to be broken when powered by a "piston made" observer clock (see video).
I've looked at the data from crafter using /tick and there is only a 2 gametick cooldown instead of 4.

After more search the beavhior was comming from the observers as described in MC-197705 and the crafter's delay is working as intended.
Issue can be closed.
