What I expected to happen was...:
The enchantment table should be able to access bookshelves adjacent to the carpet block,
What actually happened was...:
The enchantment table drew experience/levels from all the blocks BUT the bookshelves adjacent to the carpet blocks on the ground.
Steps to Reproduce:
1. Place an enchantment table
2. Place books surrounding the enchantment table one block away on all sides
3. Place carpet blocks surrounding the enchantment table
4. Observe and try to place level 30 enchantments onto an enchantable item

Carpets seem to get rid of the effect bookshelves have. This is not a bug, although it doesn't make sense as other half or non-full blocks do not have this effect.
