Vault NBT Config not setting

Reproduce:
Place a Vault block
Edit the nbt of the block - /data merge block <x> <y> <z> {config:{key_item:"minecraft:stick"}}
Right Click Vault block with a stick

Result:
Nothing Happens. It only lets you use the Trial Key.

Expected Result:
It should spit out items from its loot table and see the item as the key.
