The sound "minecraft:entity.player.attack.weak" and "minecraft:entity.player.attack.knockback" is played when the player attacks any entity that is currently invulnerable. Currently this sound is supposed to be played when the player attacks any entity with an attack that isn't fully charged to indicate that the attack dealt less damage than it can or when a attack is made that dealt substantial knockback to another entity.
This leads to where it can occur quite often in situations such as:
-> When the player attacks any entity during a invincibility tick. This is most notable when attack speed is set to a high number to remove the cooldown and the player continuously attacks another entity, creating a deafening noise.
-> When the player attacks any entity that is set as invulnerable.
-> The player is on the same team as another person and they cannot receive damage.
-> Servers where large groups of players congregate and do not have pvp enabled.

I'm not entirely sure though if the remainder of the bug would fall under WAI though? This happens during invulnerability frames. Whilst the other bug report only mentions explicitly invulnerable players or entities where it is explicitly made so the entity cannot take damage
Iframes are different.
I would then first suggest then that the situations which duplicate MC-93086 be removed from the issue because case #2 and #3 are directly stated in the bullets points, and to just focus on case #1 only.
Though, I'm still not entirely sure how iframes are different than other cases of invulnerability since both result in the entity being invincible/invulnerable. Since the issue was confirmed, Mojang can decide that.
I would let Mojang determine if this is WAI as they have already confirmed the bug and not marked it as WAI. Furthermore in my previous comment this affects iframes as well as other cases outside explicitly invulnerable mobs. I don't think a deafening annoying noise would be WAI.
