Summary:
I was jumping on a block of slime, using wind change to launch myself even higher. At one point, when the wind load hit the silt block, it failed to explode; in fact, it bounced and went flying.
Observed Results:
It's kind of difficult to happen, but possible.
From what I noticed, this does not happen with the honey block
I tried placing a block of slime above the projectile when it is slowly flying upwards, and it didn't bounce again, it just exploded..
Expected Results:
The Wind Charge was supposed to explode when it hits the slime block

I honestly think it'd be handy to have at least one kind of block that a wind charge can reflect off of, so you can build a tunnel for it to continue down. Would make it easier to build an upwards signal transmission.
