[MC-268544] The generic.scale attribute does not work with the ender dragon

Get an ender dragon spawn egg by command

Run this command:

/execute as @e[type=ender_dragon] run attribute @s generic.scale base set 0.1

Observed result:

The ender dragon is the same size

Expected result:

The ender dragon's size should be smaller
