If you ring a bell and then break it, the game will fail to bestow the glowing effect upon nearby raiders. Ideally, the effect should persist even after the bell is broken, allowing for a quick strategy of ringing and breaking to locate raiders without the need for permanent bell fixtures.

The second half of this report reads as a change request for combat purposes, rather than a bug.
With a drawn out rising tone sound playing before particles appear, then applying the glowing effect later, it's implied that the delay is intentional and the bell must be present for the effect to be properly applied to surrounding entities.
