[MC-269098] Players with increased step_height values cannot move sneaking on thin floors

How to reproduce:

1.Create "The Void" superflat world

2.Run the following command to increase player's step_height value

/attribute @s minecraft:generic.step_height base set 5

3.Sneak and try to see if you can move
