Mace can mine any block at a higher speed than hand

If a player equips a mace, they can mine any block at a higher breaking speed than with the hand, even though it's a weapon and not a tool. Might be unintended since it wasn't mentioned in the changelog, and is also barely noticeable in survival.

How to reproduce

1. Switch to creative, get a mace and apply efficiency V to it via anvil.

2. Place some random blocks (i.e. glass, stone, reinforced deepslate).

3. Switch to survival and try to break these blocks.

4. Notice how you're able to mine these blocks insanely fast (and don't drop anything).
