This is very similar to MC-145916, in that if you attempt to eat a minecart while holding it and looking at a block, you're unable to consume it because the game attempts to place the minecart instead.
Steps to Reproduce:
Look at a block, and attempt to eat a minecart
/give @s minecraft:minecart[minecraft:food={nutrition:4,saturation_modifier:0.1}]
Observed & Expected Results:
❌ - The minecart is not eaten.
✔ - If the placement fails, you should be able to consume it, similar to how it operates with crops.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
