Firework rockets cannot be eaten when they have a food component set. Right-clicking will do nothing, and the rocket is still launchable.
Steps to Reproduce:
Get the following item:
/give @p minecraft:firework_rocket[food={nutrition:1,saturation_modifier:1}]
Try and eat it
Observed & Expected Results:
❌ - The rocket cannot be eaten, but can still be launched.
✔ - The rocket would be edible, as unless you are looking at a block (to which then the rocket would be launched instead).
Notes:
This issue applies regardless of whether or not the player is currently looking at a block.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
