Goat horn items cannot be eaten when a food component is set, even if the horn is currently on cooldown, meaning it cannot be used or interacted with (leaving it possible for a 'second use' to occur).
Steps to Reproduce:
Attempt to eat the following item:
/give @p minecraft:goat_horn[minecraft:food={nutrition:1,saturation_modifier:1},minecraft:instrument="minecraft:ponder_goat_horn"]
Observed & Expected Results:
❌ - The item is not eaten, and the goat horn sound is played.
✔ - Because the item is modified to be edible, the item should be eaten rather than used.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
