Wind Burst enchantment can ignore invincibility frames

Context:

If you hit a mob with 1 damage and then with 2 damage while it's still invincible from the first hit, the damage "fills up" to be the highest of the two.

Expected Behaviour:

The Wind Burst enchantment only triggers on actual hits.

What happens instead:

The Wind Burst enchantment triggers on these "fill ups" as well, which leads to broken behaviour when spamhitting enemies.

How to reproduce:
Setup:

  • /summon minecraft:iron_golem ~ ~ ~ {NoAI:1b}

  • Give yourself a mace with Wind Burst 3

  • Set the game to a low tickrate, like 10 (/tick rate 10)

Now:

  • Spamclick while not hitting the golem to make sure the next attack is weak

  • Hit the golem with as little of the attack cooldown bar filled as possible

  • Wait a bit

  • Hit the golem again, this time with a stronger attack
