When an entity is hit with a source of damage that does not actually remove health, it is still possible for the entity to spawn silverfish. This issue was created, as the changelog states silverfish can be spawned when an entity is 'hurt', which is unclear as to whether the entity needs to actually take damage. Adding onto this, MC-270028 has recently been traiged.
Affected entities have a 5% chance to spawn 1-2 Silverfish when hurt
Steps to Reproduce:
Encase an entity, with access to interact with it.
Splash it with a splash potion of Infestation.
Increase the tick rate to 200:
/tick rate 200
Either using a dispenser, your hand, or a snow golem, throw snowballs at it repeatedly.
Observed & Expected Results:
❌ - Eventually, the entity will spawn silverfish on it, despite the entity not being 'hurt'.
✔ - The entity would not spawn silver fish, as it didn't take damage. The current behavior interestingly allows 'infinite' silverfish spawning.

Despite the shulker not actually taking damage/being hurt, it still spawns silverfish.
