When killing a mob with the weaving effect on, it sometimes only spawn cobwebs half the time.
Steps to Reproduce
Create a default Flat world
Spawn a mob (smaller ones such as chickens)
Throw a splash potion of weaving on it
Kill the mob
Repeat the process
Expected Result
The cobweb should always spawn
Observed Result
The cobweb doesn't always spawn when you kill the mob.

Attached the video, however it only affects smaller mobs such as chickens, axolotls, cats, armadillos, endermites, tadpoles, parrots, rabbits, and silverfish.

When I was trying to reproduce this a cobweb was spawned everytime a mob died.
I used a spider to test this and I did it a few times but I can't see an instance where one did not spawn a spiderweb.
Please record a video of this happening and attach it to this report.
