Mobs affected by the weaving effect, upon death, cannot replace replaceable blocks with cobwebs. They can only place cobwebs in positions with air and cannot replace blocks like snow, grass, light blocks, or fire. Notably, killing a mob with the weaving effect in a snowy plains biome may not generate cobwebs at all, as there may be no available space for cobwebs. This can be replicated by creating a flat world with snow.

Create a superflat world

Kill some mobs
Observed: The snow is never substituted with cobwebs, and no cobwebs are placed at all.
Expected: The snow should be replaceable by cobwebs.
Please note that if you clear the snow from a large area (which can be easily accomplished with water), cobwebs can be positioned in that area when a mob with the weaving effect dies.
