New potion effects don't apply their respective behaviors when creeper explodes

When a creeper explodes with one or more of the new effects (wind charging, oozing, infestation, and weaving) applied, the respective behaviors will not properly be executed on death.

Steps to Reproduce:

  1. Apply any of the three previously listed affects to a creeper

  2. Light the creeper with flint and steel

Observed & Expected Results:

❌ - The creeper will not summon slimes/silverfish, create a wind burst, or create cobwebs on death.
✔ - Considering the creeper has died from exploding, it would be expected that the different behaviors of the new potion effects would be applied.

What leads you to believe that the creeper has died upon detonation? How does this scenario differ from wardens digging downward?

When a warden digs into the ground, it can be assumed it's still alive, buried in the ground. A creeper that explodes is likely not alive afterwards.
