In my opinion, the torch should flicker like on bedrock edition. I would solve this by slightly increasing the redstone signal time.

Perhaps, but for some reason this problem has not been solved since version 1.11, if I remember correctly. It's b een a long time, it's probably worth recalling.

its because the observer only detects 1-time changes and can not hold a signal like a lever and in the vid the torch did flicker so its not a bug
