Redstone torches need 2 ticks to react and observers only output 1 tick in this version

It should still be able to unlit one.

try to unlit a torch with 1tick redstone pulse
it doesnt work

Bugs fixed in 16w44a:
[Bug MC-108697] - Observers send out a 2 redstone tick pulse opposed to 1

I asked the devs if it was intended, and they told me to make a report.
