[MC-270167] Mace Enchanted with Wind Burst in Enchanting table

What I expected to happen was...:
Random assortment of enchantments that are appliable to the mace, but not wind burst because I thought it was supposed to be exclusive trial chambers

What actually happened was...:
I was enchanting a bunch of mace's in a enchanting table surrounded with 18 bookshelves and after 12 maces I got wind burst 2 on one
