Unable to place snow on ice block.
Steps to recreate:
Create any new Minecraft World.
Place an ice block.
Place snow on ice block.
Snow doesn't get placed on ice block.

Adding onto Connor's comment, this is related to MC-235359 which implies snow should not survive on ice.

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
