[MC-270407] Wind Burst levels above 3 have no effect

The Bug

Levels of Wind Burst above 3 do nothing.

Reproduce

Give yourself a Wind Burst IV or higher mace via /give @s mace[minecraft:enchantments={levels:{wind_burst:4}}]
Hit something with it

Observed Behavior

The enchantment has no effect.

Expected Behavior

The enchantment spawns a wind charge explosion like levels I-III.
