[MC-270541] The player never feels cold with leather boots

If you wear leather boots, you are completely immune to freezing, and not just when standing in powder snow.

What I expected to happen was...:{*}{*}

The great looking snow particles at the edge of the screen and blue hearts after a short while.

What actually happened was...:

Nothing

Steps to Reproduce:
1. Place Powder Snow
2. Put on leather boots.
3. Step into the Powder Snow, either with the head or legs

4. Wait
