Here's everything I found that is affected, there might be more that I haven't tested that is also affected:
1. Opening (not closing) the chat sometimes takes longer if the tick rate is slower than normal.
2. Opening (not closing) the social interactions sometimes takes longer if the tick rate is slower than normal.
3. Opening (not closing) your own inventory or advancements screen sometimes takes longer if the tick rate is slower than normal.
4. Toggling perspective (F5) sometimes takes longer if the tick rate is slower than normal.
5. Toggling cinematic camera sometimes takes longer if the tick rate is slower than normal.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
