Response of client become slow on low tickrate set by /tick command

To match the server tickrate, the speed of client animation is slowed down when tickrate is low, however some other behavior also become slow despite they shouldn't.

This includes:

  • When pressing 't' or '/' for opening chat or command GUI, the response speed is slowed down by tickrate.

  • When pressing 'e' for opening inventory GUI, the response speed is also slowed down.

  • The time for double-click checking also get slowed down when switching creative flight.

Reproduce:

1. Run command

/tick rate 1

2. Press 't' or '/' to open char GUI, and it appears after about 1 second

3. Press 'e' to open inventory and also need to wait for a while

4. Switch to creative and notice that it's very difficult to switch creative flight.
