[MC-270800] Stepping while falling removed

in 1.20.5 pre-2 stepping while falling no longer works. This results in, for example, being unable to run over 1 block gaps, "step blipping" no longer working, not being able to consistently run over gaps with speed. side by side examples shown in video between 1.20.4 and 1.20.5 pre-2
