Summary:
Evokers do not target the sheep they want to dye. It would be expected that they do that, since they do not attack players or villagers while dying a sheep.
Steps to reproduce:
/setblock ~ ~ ~ minecraft:repeating_command_block[conditional=false,facing=up]{Command:"execute as @e[type=minecraft:evoker] on target run say hi",SuccessCount:0,TrackOutput:1b,UpdateLastExecution:1b,auto:0b,conditionMet:0b,powered:0b}
Spawn an evoker.
Spawn a sheep.
Dye it blue.
Observed results:
There will never be a chat message by the sheep, since the evoker doesn't target the sheep that it wants to dye red.
Expected results:
There should be a chat message by the sheep, since the evoker should target the sheep it wants to dye.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
