I created a world in 1.6.2, spawned in a plains, and no horses spawned. I did see MC-27062 but the plains wasnt explored (it was newly generated when I spawned. Help? PS : I did explore another plains biome with no horses.

The crash report helps to see that you have a quite current Java, an outdated graphics driver, using single player, no mods, no resource pack, enough memory - just the common causes for pseudo bugs.
If you now attach the seed of the world (Command /seed) I can recreate your issue.
