[MC-27300] Cows instead of Horses

In a previous map I have played there were horses everywhere. When I play a map off of my name (traisjames using large biomes) I have found only 1 horse in a plain where I found by accident 2 villages. Instead I am finding many cows, much more than I ever have.

This ticket is invalid as it relates to a modified or 3rd party, client, server, or launcher.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the plugin creator.
This site is for addressing issues related to the base unmodded Minecraft.

I just tested it with an unmoved client and it still is not producing horses in fresh chunks

You didn't search for Horses, did you ?

Look in MC-27153, there you have a seed and coordinates.

I ran around in survival mode for about an hour exploring a plains biome and never found any. In a previous see I couldn't swing a sword without hitting a horse.
