Throwing channeling trident at mobs under thunderstorm in survival no longer summon lightning

The bug
When the weather is thunder, throwing a channeling trident at mobs in survival mode does not summon lightning bolt at all.

The behavior of that in creative mode remains normal.

How to reproduce

1. Set the weather to thunder

2. Get a trident with channeling

3. Target/summon a mob where it can be structed by lightning

4. Make sure you are in survival mode

5. Throw the trident at the mob
   ❌  lightning bolt is not summoned
