Usual non enchantable tools in the enchanting table dont work properly when they are assigned as primary items for enchantments, both custom and vanilla.
There is provided a datapack with a custom enchantment, cleansing, for a brush.
Notice how you can merge it with an enchanted book, yet the enchantment wont appear if the brush is placed in the enchanting table.
Note: in this datapack this applies for the brush, but this seems to be the case for shears, carrot on stick, and warped fungus on a stick.

seems like while testing I messed up the datapack that I uploaded.
You can still check that merging the enchantment book in survival (which I thought it was implicit, my bad) lets you combine the books, meaning that the datapack is well constructed
In the attached datapack, your weight value inside cleansing.json is set to an arbitrarily high number (9999) which is over the set limit of 1024.
Can you verify the datapack is set up correctly? If all errors are resolved and you can still reproduce the issue, does this only occur for select items like shears/non enchantable tools, or all items more generally?

Note that you can put any enchantment on any item in an anvil if you're in Creative mode, see MC-95555.
