Cannot climb stairs with soul speed enchanted boots

When I try to climb stairs with soul speed enchanted boots, I can't. 

Steps to reproduce:

1. Make a small floor of soul sand

2. enchant some netherite boots with soul speed 

3. place some stairs at the edge of the soul sand

4. Try to walk up the stairs. You should find it impossible without jumping.
