Mace attack speed 0.6 causes Wind Burst 1 smash attacks to be performed on uncharged attacks

The fix of MC-271446 has not fully fixed issues with Mace attack speed and Wind Burst, as Wind Burst 1 is still performed on uncharged attacks even at 0.6 attack speed. This is significant, because when MC-270160 is fixed, Wind Burst smash attacks will become impossible to chain together with Wind Burst 1 due to being unable to reach at least 84.8% charge due to the mace's 0.6 attack speed.

By changing the mace's attack speed to percisely 0.7, Wind Burst smash attacks become able to be chained together with charged attacks with Wind Burst 1. 0.7 is still a very slow speed that reflects the mace's design while not causing issues with Wind Burst 1.

See the attachment 0.6 Speed VS 0.7 Speed.mp4 to see a visual comparison of 0.6spd + Wind Burst 1 compared to 0.7spd + Wind Burst 1. Take note of how the 0.7spd mace is able to perform critical hits due to sufficient attack charge while the 0.6 mace is unable to due to being too slow.

But it seems a duplicate of MC-272797.

This report is more descriptive so I highly recommend this one stay instead.

I'd like to note that the reason that this matters so much is that Wind Burst 1 is the optimal choice for PvP, as Wind Burst 2 and 3 send you so high that your opponent is given more time to regenerate and re-equip totem. The buffs to Wind Burst in general were very poorly considered and overtuned.
