the vaults that I don't used yet are not activating, even when I or my friends were near around it

Those vaults are off, meaning you have already unlocked them. Compare Images

Please try opening the vaults when your offhand is empty.
If that does not work, please attach the affected (zipped) world file. If the file size is too large, please upload it somewhere else and then link to it here.
