The Bug:

Scroll bars within menus abruptly move position when dragging your mouse cursor over the header or footer separators.

Steps to Reproduce:

Navigate to the "Language" menu.
Begin dragging the black background of scroll bar downward.
Drag your mouse cursor over the footer separator and watch the scroll bar closely.

Observed Behavior:

Scroll bars abruptly move position.

Expected Behavior:

Scroll bars would not abruptly move position.

Please record a video of this happening and attach it to this report.
