The Bug
Using /place structure minecraft:bastion_remnant
while you are on the nether roof does not place the structure on top of the bedrock layer.
Observed Result
It instead places the bastion below the bedrock for no good reason, regardless of the y level you set it as
Expected Result
It should be placed on top of the bedrock layer as expected.
Note: This also applies with ancient cities always generating at y = -51
