White patches on blocks spreading. Happening in plains and into the sand and snow.

Noticed before 1.21 but wasn't aware it was spreading to the rest of my game. White patches on blocks as if it were the first layer of snow, in areas it does not snow. Can wash away temporarily with water or replacing the blocks, but only temporarily as the areas are too large to continue to do that only for the white blocks to return. It is seriously ruining my game play.

That is what snowy grass blocks look like without a snow layer. In older versions of the game the only way you could get them is by a endermen picking it up and placing it down. Don't know why its happing tho.
