[MC-274339] Lush cave terrain can generate on the surface

The Bug

I found moss on the surface.

What I expected was...
No moss blocks on the surface.

What happened instead...
Moss blocks spawned on the surface.

Steps to reproduce:

Create a world in creative with this seed: 4932969276207367622
Run /execute in overworld run tp @s -94 80 96
❌ You'll see moss blocks on the surface.

More like a clone. That one I believe was only resolved as invalid because of it being reported during the 1.18 experimental snapshots or whatever they were called, a time when Mojang was not accepting bug reports for those experimental snapshots.
