Unable to open inventory while in nether portal

Follow-up to MC-191800 which was closed by user galaxy_2alex with a wrong reasoning, stating that that report was a duplicate of MC-175373 , but in fact it was not a duplicate but a different issue ("able to open inventory" vs "not able to open inventory".).
