[MC-274564] Frozen oceans generate with floating icebergs when the water level is too low

This can be reproduced with custom superflat worlds.

Use this preset: minecraft:bedrock,5*minecraft:dirt,20*minecraft:water;minecraft:frozen_ocean;decoration

After using this preset, the icebergs of the frozen ocean generate floating in the air.

I could reproduce this on versions as old as 1.13.1

The preset you provided does not generate icebergs for me, from what I can see.

I only tested this in 1.13.1. You may need to create a custom data pack to make decorations generate now since support for structures in superflat presets was removed in 1.16
