[MC-274575] Unable to wax off a copper block when holding a shield in the off-hand

To reproduce:

Place an oxidized copper block.
Hold a shield in the off-hand and simutanously an axe in the main hand.
Right-click on the copper block, and the shield will be used, rather than the axe as supposed.

Linked issues

Duplicate of MC-273378. Resolved as Works as Intended.

Sneak while right-clicking with the axe to scrape the wax off of a copper block.
