Throwing a trident enchanted with Channeling at a lightning rod in Bedrock Edition while it's raining summons lightning. However doing so in Java Edition does not summon lightning like it would during a thunderstorm.
Steps to reproduce:
Obtain a trident enchanted with Channeling
Place down a lightning rod
Make sure it's raining:
/weather rain
Throw the trident at the lightning rod
Observed result:
There is no lightning when the trident hits the lightning rod.
Expected result:
Lightning strikes the lightning rod once the trident hits it. (As it would in the Bedrock Edition)

This could be an invalid parity issue, this isn't supposed to happen and lightning can only be summoned during thunderstorms. See MCPE-129915 🙂
Update: I still can confirm nonetheless.
