The Difficulty is set to hard, with a chance to summon a Leader (Zombie)，The Leader (Zombie) has a higher maximum health value, which is easy to distinguish, and apply this command to it.。
/attribute @e[type=minecraft:zombie,distance=..1,limit=1] minecraft:zombie.spawn_reinforcements base set 0
Setting the spawn_reinforcements attribute of Leader (Zombie) to 0 will still trigger reinforcements.

There is no bugs here, zombies with leader bonus have modifier to add extra value, you require to change the attribute modifier to disable that.
Also, we are only able to accept bug reports in English since it is the common language used on this tracker. Next time when reporting a bug, please do so in English.
Your game, launcher or server is modified as well. We only accept issues that are found in a vanilla environment.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
A world which had previously been opened with a modified client might be corrupted. Please try reproducing the issue in a newly generated world.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers like Hypixel, please contact them first as they run modified server software.
